This is because of a combination of factors, the most pressing of which is Rockstar's decision to release GTA 6 as a digital-only product. This means there won't be discs containing the game's data, and boxed versions will instead contain download codes.

already have accounts registered in different countries - this is a common problem with the PlayStation Network and users have adapted.
